Integrating Expert Knowledge into Mapping Ecosystem Services Trade-offs for Sustainable Forest Management Ecology and Society
Brunner, Sibyl H.; Planning of Landscape and Urban Systems (PLUS), Swiss Federal Institute of Technology Zurich ; brunner@nsl.ethz.ch; Altwegg, Juerg; Planning of Landscape and Urban Systems (PLUS), Swiss Federal Institute of Technology Zurich ; altwegg@nsl.ethz.ch; Christen, Marc; WSL - Institute for Snow and Avalanche Research SLF; christen@slf.ch; Bebi, Peter; WSL - Institute for Snow and Avalanche Research SLF; bebi@slf.ch.
Mountain ecosystems are highly sensitive to global change. In fact, the continued capacity of mountain regions to provide goods and services to society is threatened by the impact of environmental changes on ecosystems. Although mapping ecosystem services values is known to support sustainable resource management, the integration of spatially explicit local expert knowledge on ecosystem dynamics and social responses to global changes has not yet been integrated in the modeling process. This contribution demonstrates the importance of integrating local knowledge into the spatially explicit valuation of ecosystem services. Knowledge acquired by expert surveys flows into a GIS-based Bayesian Network for valuing forest ecosystem services under a land-use and a...

Integrating Citizens in Adaptive Management: A Propositional Analysis Ecology and Society
Shindler, Bruce; Oregon State University; bruce.shindler@orst.edu; Aldred Cheek, Kristin; University of Montana; cheekK@forestry.umt.edu.
Lee has advocated for the use of civic science in the implementation of adaptive management experiments, noting that people and political processes are central features of adaptive approaches to land management. This paper explores the growing relationship between the public and forest management agencies, and uses a propositional analysis to guide methods for integrating citizens into adaptive management situations. Important characteristics are organized and discussed in six thematic areas. Citizen-agency interactions are more effective when (1) they are open and inclusive, (2) they are built on skilled leadership and interactive forums, (3) they include innovative and flexible methods, (4) involvement is early and continuous, (5) efforts result in...

Are Direct Payments for Environmental Services Spelling Doom for Sustainable Forest Management in the Tropics? Ecology and Society
Wunder, Sven; Center for International Forestry Research; s.wunder@cgiar.org.
Over the past several decades, significant donor funding has been directed to sustainable forest management in the tropics, in the hope of combining forest conservation with economic gains through sustainable use. To date, this approach has produced only modest results in terms of changed silvicultural and land-use practices in this area. Direct payments for environmental services (PES) have been suggested as a promising alternative but still remain widely untested in the tropics. This paper first provides a conceptual assessment of PES, comparing the main features of this practice with those of other conservation instruments. Second, the paper discusses a series of critical questions that have been raised about both the environmental and livelihood...

There is no one-size-fits-all approach to managing frequent-fire, old-growth forests. However, there are general guidelines to follow: 1) set objectives for both structure (tree density, diameter distribution, tree species composition, spatial arrangement, amount of coarse woody debris) and function (nutrient cycling, desired tree species regeneration); 2) prioritize treatments according to ecological, economic, and social needs and risks; 3) identify the potential treatments (natural fire, prescribed fire, silvicultural cutting) that best meet the objectives and scale of the project; and 4) implement the treatment(s). We discuss each of these guidelines in this article.

Adaptation of forest management practices in the context of rapid climatic and socioeconomic changes is a global concern. Stakeholders in the forest-based sector as well as policy makers need improved methods and tools to assess potential impacts of changes in management on sustainability indicators. In this special feature, we introduce a methodological framework for classification of forest management approaches in European forestry and explore how changes in forest management might affect the delivery of various ecosystem goods and services and appropriate sustainability indicators over time and space from local to continental scales. The complementary papers in this special feature explore different aspects of sustainability and risks in representative...

Large-scale government efforts to develop resources for societal benefit have often experienced cycles of growth and decline that leave behind difficult social and ecological legacies. To understand the origins and outcomes of these failures of resource governance, scholars have applied the framework of the adaptive cycle. In this study, we used the adaptive cycle as a diagnostic approach to trace the drivers and dynamics of forest governance surrounding a boom–bust sequence of industrial forest management in one of the largest-scale resource systems in U.S. history: the Tongass National Forest in southeastern Alaska. Our application of the adaptive cycle combined a historical narrative tracing dynamics in political, institutional, and economic...

Public forest policy development in New Brunswick, Canada: multiple streams approach, advocacy coalition framework, and the role of science Ecology and Society
Anderson, William F. A.; University of New Brunswick, Faculty of Forestry and Environmental Management; banderso@unb.ca; MacLean, David A.; University of New Brunswick, Faculty of Forestry and Environmental Management; macleand@unb.ca.
In a 15-year case study, we used the multiple streams approach (MSA) and the advocacy coalition framework (ACF) to examine a controversial industry-led proposal for increased harvest of Crown forests in New Brunswick, Canada, in an adversarial policy subsystem. Study participants were queried on their perceptions of policy problems and reasons for community attention, the relationship between science and policy, and whether policy decisions were consistent with scientific understanding. Thematic analysis was used to examine interview data for evidence of Kingdon’s MSA and Sabatier’s ACF. During public hearings of a Legislative Select Committee on Wood Supply, two competing policy alternatives emerged. The first, put forward by the...

Suitability of Local Resource Management Practices Based on Supernatural Enforcement Mechanisms in the Local Social-cultural Context Ecology and Society
Sasaoka, Masatoshi; Center for International Forestry Research (CIFOR); m.sasaoka@cgiar.org.
Environmental anthropological studies on natural resource management have widely demonstrated and thematized local resource management practices based on the interactions between local people and supernatural agencies and their role in maintaining natural resources. In Indonesia, even though the legal status of local people’s right to the forest and forest resources is still weak, the recent transition toward decentralization presents a growing opportunity for local people to collaborate with outsiders such as governmental agencies and environmental nongovernmental organizations in natural resource management. In such situations, in-depth understanding of the value of local resource management practices is needed to promote self-directed and...

Human and ecological elements of resource management systems co-adapt over time. In this paper, we examine the drivers of change in forest management policy in British Columbia since 1850. We asked: How has a set of system attributes changed over time, and what drivers contributed to change when it occurred? We simultaneously examined a set of three propositions relating to drivers and dynamics of policy change. We find that factors contributing to the level of impacts, like technology, changed substantially over time and had dramatic impacts. In partial contrast, the institutions used to exercise control (patterns of agency and governance) remained the same until relatively recently. Other system attributes remained unchanged (e.g., the concept of...

Outcomes of State- vs. Community-Based Mangrove Management in Southern Thailand Ecology and Society
Sudtongkong, Chanyut; Asian Institute of Technology; Rajamangala University of Technology Srivijaya; chanuyts@gmail.com; Webb, Edward L.; Asian Institute of Technology; Department of Biological Sciences, National University of Singapore; ted.webb@nus.edu.sg.
In Thailand, mangrove forests are claimed for state management, although it is widely recognized that coastal communities access and manage those forests. Skepticism persists within Thai government circles about whether coastal villages can sustainably manage and protect mangroves. This research presents evidence of successful mangrove conservation and management by two coastal villages in Trang province, southern Thailand. Using interdisciplinary methods including interviews, discussions, quantitative forest surveys, and institutional analysis, we describe the history of how these two communities gained rights to manage the mangrove forests, and the subsequent positive biological outcomes associated with their management. Local villages have crafted and...

Silviculture's Role in Managing Boreal Forests Ecology and Society
Graham, Russell T; USDA Forest Service, Rocky Mountain Research Station; rgraham/rmrs_moscow@fs.fed.us; Jain, Theresa B; USDA Forest Service, Rocky Mountain Research Station; tjain/rmrs_moscow@fs.fed.us.
Boreal forests, which are often undeveloped, are a major source of raw materials for many countries. They are circumpolar in extent and occupy a belt to a width of 1000 km in certain regions. Various conifer and hardwood species ranging from true firs to poplars grow in boreal forests. These species exhibit a wide range of shade tolerance and growth characteristics, and occupy different successional positions. The climate is subarctic, with short growing seasons, and the soils are shallow. Both wildfires and timber harvesting play an important role in shaping the structure and composition of boreal forests. Both uneven-aged and even-aged silvicultural systems can be used to produce commercial harvests, but systems can also be designed to meet a variety of...
